Job Purposes

Criteria for Eligibility
Education: A bachelor’s degree in engineering, health, humanitarian logistics, or a similar discipline from an accredited/recognized institution is required, with a focus on water and sanitation.
Advanced university education (Master’s degree or above) in public health, water, sanitation, and hygiene is preferred.
Computer applications in water and sanitation project design, as well as related database systems, require a degree or training.
Experience
At least five (5) years of relevant expertise in the design and implementation of water and sanitation assessments, as well as the design and administration of related initiatives in emergency situations, at the national and international levels is required. Extensive experience designing and promoting coordinated efforts with national governments.
Strong understanding of WHO’s mandate and aims, relevant professional experience in UN organizations/agencies, international institutions, health cluster partners, and acknowledged humanitarian experience are all desirable.

Responsibilities and Duties
Conduct an emergency quick evaluation of the inventory and needs in health facilities for WASH (water, hygiene, sanitation, and waste management), vector control, and infection control, as well as the health activities required in response to the emergency situation. Follow up on WASH activities in health facilities and for health activities in the framework of the incident management system, and report on country progress.
Identify gaps and make recommendations for how to close them. Provide technical expertise and onsite support to health partners on WASH, coordinating and proactively participating in the design and implementation of plans to expand or renovate emergency health facilities.
Provide onsite support to ensure the applicability and appropriate implementation of the WHO-recommended infection control activities in health facilities, as well as WHO-supported health activities, such as medical waste management, safe and dignified burial of infectious bodies, and protection of health staff and patients.

Ensure that WASH, vector control, and infection control are implemented in health facilities, and that health-related activities are carried out and monitored in accordance with Sphere and WHO standards. Within the WASH cluster, provide secure water, hygiene, sanitation, and infection control for health activities, as well as implementation guidance.
To create local competences and facilitate compliance with the wash standards for all health activities, conduct required training for MOH staff and WHO partners. To guarantee proper communication with the OSL lead and any related technical specialists, draught the required evaluation or situation reports. As directed by the functional supervisor, do any other incident-specific activities.

Demonstrated knowledge of water and sanitation emergency response situations, as well as the capacity to identify and solve technical difficulties in tough settings.
Excellent analytical and organizational skills, as well as a track record of developing and implementing projects.
Excellent interpersonal skills, including the ability to inspire teamwork and persuade officials through diplomacy and tact.
Ability to deliver factual facts and write in a clear and succinct manner.
Knowledge of WHO, UN System, or NGO response relief efforts, as well as its practices and processes as they pertain to the task.
